Almost all of my builds these days have fingerboards edged with either wood or plastic strip so I fit the frets to the board first.Find it easier to fit and finish the binding off the neck
The fret tangs will, in their totality, cause a bit of back pressure or back bow to the fingerboard. If frets are installed before gluing fb to neck, there can be complications. Plus, it's easier to glue a fb to a neck without frets already installed.

I fret after the finger board is glued down. It is way easier to level the finger board before the frets are in, if that becomes necessary.
Many will say different,and for good reasons,but i'm with Scott on this,works for me
