What IS this fellas?

This stringed instrument was spotted in an antique shop in southern England. Sadly, the shop was closed when I was there so I could not ask.It has 4 strings, kinda tied on frets and an unusual arrangement of tuning pegs.Does anyone have a notion what it is?
