Cigar Box Fire Hazard?

Umm... I'm not sure who thought this was a good idea but I'm pretty sure even the most relaxed electrical inspector wouldn't let this go.

    I don't see a problem with that. perhaps if you insulated it with a bit of dried hay it would be safer.
