I am having trouble understanding where to measure my scale. I haven't purchased it yet but will be getting a 3 string hardtail bridge to use on my next build. Where do I measure from when doing my ctr. to ctr. on a 24-3/4" scale. Also I am wondering the best tool to use to round my neck on my guitar.

Pick is spot on for the bridge, the best answer for neck shaping would start with a question, as we all tend to do things a little different based on the answer...question....what power tools do you have available to you?
This question has come up numerous times, and we all throw out different answers, but it will be best determined by what you have to do the job. Some have access to all sorts of power tools, some only hand tools, My go to for neck shaping is my band saw followed by my multi tool with sander attachment, followed by hand sanding the finish.
Set your hardtail saddles at about half way , measure from the center of saddle groove to the center of nut .
(you can decide where you want your bridge placement to be,... and then measure out from there to see where you nut would be, and how long to make the neck (taking into consideration the added headstock length. )
or measure from the nut and let that determine your bridge placement .
Your 12th fret should be exactly the half way point . (same distance from nut to 12 and from 12 to bridge )
most folks like to use a spoke shave to shape a neck .
some folks use a router and sanding . etc .
some folks just round off the back corner with sandpaper .
