I was able to create 3-string tabs using FINALE software, but I was using an earlier version and owned a license to the "full" package--which is right expensive. (Sadly, my software went away with my Windows XP computer.)
FINALE has a free version called "Notepad" which claims to create tabs. I haven't used it and don't know if it will handle 3-line tabs, but at least it's free and probably useful for other things if not this.
Check out this page. It has a lot of good information on it. Glenn Watt does a pretty good job of lessons. The most common lessons are in ( Open G ) tuning. G D G. Good luck.

Take a look at TablEdit at http://www.tabledit.com/ , Melody Assistant at http://www.myriad-online.com/en/products/melody.htm and Harmony Assistant at http://www.myriad-online.com/en/products/harmony.htm . Also check abc notation at http://abcnotation.com/ for lots of info on many freeware/shareware/commercial software for music notation. abc notation is a text based music entry system - music can be stored or sent as a text message and the software converts it to a score or tab or both, and can play midi so you can hear the how your music sounds.
