Will be installing a combination jack and strap plate, cant tell which is negative and positive on the soldering for jack, the two pins are only different by length

Depends if its a stereo or mono jack.
The two small pins are your positive, both need to connect with a single wire if you going mono. For stereo, one is hot the other cold and ground remains as ground.
Plug in your lead and test the other end with a multimeter, tip and earth.
