I promise you ... If I ever need one, I will build one like the 2nd pic ( my fav ).
But, I have seen one like the first on ( you just wrap the wire around it) that also had an arm attached to the center with a wiping/bending "shoe" or wheel that you just rotoated around the perimeter of the circle to bend the wire.

btw- on the circle, it needs to be smaller than your actual bend because the wire will spring back some.
