Just use regular auto rattlecan spray lacquer. The key thing is to use several very fine mist coats. Don't be tempted to spray too much in one go, otherwise it will soak in and cause spots and darker patches. Anything that you brush on is likely to flood the paper and soak in - that's usually not what you want unless you are deliberately going for the discolored antiqued look.
Mod Podge (essentially diluted PVA) works as a glue and a finishing medium. You can get matt or gloss versions.
I've made a couple of custom boxes recently, with printed paper designs. I used mod podge as the adhesive to apply the paper designs to the box, but after some testing I went with a Liquitex gloss varnish for the finishing coats. Liquitex is more expensive but the finish is amazing. Hard to describe but there's something really tactile about it. Kind of like a polyurethane domed label.
I was varnishing over designs that were printed on a laser printer. Laser toner is water-fast. I know standard desktop inkjet prints are not water-fast and the printed inks are likely to bleed if you varnish them.
I'm not sure the print process used on paper covered cigar boxes so you may want to run some tests!

Decoupage is the craft of covering things in paper and giving it a long lasting finish. Might be worth a look anyway.
Not used it myself but I think a highly regarded one is Mod Podge? I know they do a glue but I'm pretty sure they do a lacquer too. Google Mod Podge anyway because it's probably number one for people who do decoupage. In the UK anyway.
Quick question,what is the best product/varnish to use in finishing,for a box with a number of original paper stickers.I've used spray matt varnish in the past,but not on boxes with a paper finish,and don't want to ruin it.
I received a warning form them, even though I did not mention Cuba, it was printed on the box! At the time I did not know. I had purchased the box form their site in the first place!!

Suffering for the rewards of a great build though no doubt, Reg. I reckon things can be a fair bit more complicated when working with donor parts on a none-template guitar. Sometimes I think I'd love to have a formula that I build to every time because at least then you're not constantly questioning yourself on ideas and measurements!
